The enclosed three cities aren't necessarily the best that can be done, but
they might prove interesting and might illustrate some aspects of SC2000.

Big Falls - Early city on a good map (coast, river, lots of flat land and
a big mountain with lots of waterfalls for hydro power). Year
            is 1904, population is 1260 and you've got a $65K bankroll to
            grow with.

Port Hope - Mid life city, 1940 is the year. Another good map with coast,
river, and lots of waterfalls edited in. $58K in the bank with
about $450 in revenue each year. 10K residents. Starting rail,
bus and subway network in place. A or A+ ratings on all
services and 72% popularity. This one developed very well and
I've reused the map several times.

WatersMeet- Late, fully developed city. Year is 2500 or so and you now
have a population over a million, $2 million in the bank and
over $30K in revenue every year. There are >20 arcologies on
the map that are mostly still filling up. No highways, but
little traffic. Low pollution. Has a Navy base. This is the
point where I started ripping out all the previous development
and replacing it with arcologies of mixed types. Did find I had
to leave city services in place, otherwise you can change the
whole map back to open land, parks and entertainment areas.

Good luck and have fun -- I have!
